For the past three years, Mirai has been involved in a very challenging study of congestion relief strategies in Puget Sound, Southwest Washington, and Spokane. Three separate but coordinated studies were conducted. Mirai Principal, Don Samdahl lead the multi-agency team responsible for evaluating a variety of highway, transit, and pricing strategies for reducing congestion in the four-county Puget Sound region. Tasks included analyzing highway, transit and pricing schemes, and identifying reasonable solutions to congestion relief.

In the current phase, our team is focusing on the pricing strategies in the Puget Sound region. In Phase I, the conclusion was that effective strategies for fighting the growing congestion should be based on combinations of additional capacity and travel demand management techniques. Our team is currently looking for insights into the effectiveness of a regional HOT lane network and congestion pricing to reduce delay, and maximize system efficiency in the central Puget Sound region. This analysis was closely coordinated with Mirai’s role in the Statewide Tolling Study completed in 2006.
